Person has a car for sale. They have a title with the make/model/year/color of the car they are selling. The problem: The VIN on the title does not match the VIN on the vehicle. The vehicle is stolen. You will not discover this until you go to the DMV. By this time, the sellors are long gone. ALWAYS check the VIN on the vehicle against the VIN on the Title. Sometimes the DMV may transpose the numbers, and even though it is an honest mistake, the owner on the title has to be the one to make the correction. If you encounter such people, leave immediately and call the police. They are crooks, that makes them dangerous.
